FPS when not recording is 24-27, and the resolution I am playing on is 1980×1080 so it records in that resolution as Fraps doesn’t have a option to let you type in the resolution you want, this is the game settings I use for Ignite,
http://i28.lulzimg.com/116df4bf80.jpg
P.S – I want to record in 720p as if I record in 1920×1080, I use Camtasia to make it 1280×720 to upload to Youtube
If you can’t sustain 30fps it will drop back to 15fps with v sync enabled. dissable v sync.
http://i28.lulzimg.com/116df4bf80.jpg
try lowing all those settings ’till you can get 40fps when not recording
also fraps duz have a ½ size option to give you just under 720p
or try setting your resolution to 1280×720 when recording
again, that’s a low end video card, so if it can’t maintain 30fps while not recording you will never get 30fps when recording

How do I disable V-Sync?

If I use the half size record the resolution will be under 720p and when I use Sony Vegas to render, I will have to stretch it and the quality will not be good and settings the game resolution to 1280×720?
I have changed the game settings to Low and I get 26-32 Fraps when not recording,

Doesn’t sound like v sync enabled is the problem so don’t worry about it.
Sound like your computer just isn’t cut out for this kind of work.
You could lower the resolution of the game to gain more fps too.

If I lower the resolution of the game to 1280×720 and Fraps will still record it in 1920×1080 so I want Fraps to record 1280×720,
P.S – Is my CPU or GPU lacking?
If I lower the resolution of the game to 1280x720
then fraps should record @ that res
if not, try setting your desktop to 1280×720 as well
Is my CPU or GPU lacking?
both, but the GPU more so

I will try lower the game resolution and record it in 1280×720, what is the cheapest GPU out there that could record with 25-30 FPS,
P.S – From scale to 1-10, how good is my CPU, 10 is best

Processor speed is more important for video recording.

0.5
From scale to 1-10, how good is my CPU, 10 is best
prob around a 5-6 sounds about right
mid range of the “High Mid Range CPUs”
AMD Phenom II X2 545
http://www.cpubenchmark.net/mid_range_cpus.html
Processor speed is more important for video recording.
that’s correct, but his biggest prob is output FPS of the game, which is limited by the GPU (4 outa 10)
fraps can’t capture more than the game’s FPS

a GT 440 or a GTS 450 ($80-90) should give you a decent bump
anything over that the CPU will start to be your problem
budget ?
have you checked out newegg.com?
Overhaul your whole computer, new mobo, Processor, and Graphics Card (make sure their all compatible with each other)
most low end parts these days will suffice for what you want, but honestly, if you want the good quality stuff, you’re better of forking out a bit for all these things.
Here is a small list of what you could be looking at:
AMD Phenom II X6 1090T Black Edition Thuban 3.2GHz Socket AM3 125W Six-Core Desktop Processor

(Never head of ZOTAC, but it should do what you want. Though I would be doing more research and finding a GIGABYTE or ASUS motherboard)
(and either of these)

total cost: 385 – 416
that should keep your head above water for a while, in the tech world.
These suggestions are only suggestions, you shouldn’t go out and buy these without doing thorough research, FIRST

budget ?
My budget was £40 and was looking to buy on eBay, but I think the budget is too low for a decent graphics card that I can record in 25-30 FPS
I have done a search on eBay, price range around £30-40, the results I had that is around my budget is GT 220, GT 520, GT210, GT 430, HD 6450, HD 5450, which one is the best?
GT 220, GT 520, GT210, GT 430, HD 6450, HD 5450, which one is the best?
you can use these charts to help determine which is best

Used the website to check and from the results I collected, GT 430 is the best out from the list of graphics card that is within my budget (Correct me if I am wrong), is there any other graphics card that is better than GT 430 within my budget?
P.S – How do I check what’s the exact series of HD 5500 graphics card I have?
You can probably pick up a used GTX 260 for $60 bucks.

Out of all these graphics card, GT 220, GT 520, GT210, GT 430, HD 6450, HD 5450, is the GT 430 the best out of them?
P.S – How do I check what’s the exact series of HD 5500 graphics card I have? and is it good to buy a second hand graphics card?
How do I check what's the exact series of HD 5500 graphics card I have?
it’s 5550 based on the specs, redwood core & the fill rates of 4.4 & 8.8, from your GPU-Z pic
none of those cards look much better than yours
lots of spec charts here
http://www.techarp.com/showarticle.aspx?artno=88
My card struggles recording maxed out too, and its a 6850.

So my 5500 series graphics card is better than the rest I listed? If there’s no brand new 1GB graphics card that is around my budget, is there a used graphics card that is around my budget?

How many FPS you get when you aren’t recording and how many FPS you get while recording?
I think it’s obvious, you need better hardware to do what you want to do. and you’re not going to get away with it for 40 euros.
time to rethink your strategy here

£40 (British pounds) not €40 (Euros)
thanks for the clarification.
It was a qquick scan over what was said, no harm intended.
as for your problem, you need to think about spending more on a graphics cards if you want this to happen.
when I made my desktop, the graphics card was the third most expensive thing I brought, for it.
It cost we well over 1.5k to put together, but it did everything and it lasted me for years after,
just a suggestion though
Well my budget for now is £40 (I will see what I can do), it can either be used or new on eBay, just wanting to play games and record them in 25-30 FPS without lag
