Cod4 window problem!

Anyways, I have been playing call of duty 4 and decided to put it in a window…I googled how and I had to change the config slighty (changing fullscreen to value 1)..
It ran fine no difference except I could use my other monitor whilst playing without having to minimize…
I then reinstalled the game due to being banned by accident. Now suddenly, whenever I put it in a window the FPS is at 40 as opposed to 90 originally….
Also I get my usual 90 FPS when at fullscreen….I can’t seem to work out why having it in a window would affect the FPS…. I don’t think I have changed anything drastic..
Another thing too, when I had it in a window originally the taskbar wasn’t visible…now it is…
Can anyone help me..?
