if the cables are fine, and its not spinning, the fan is broken, it stuck
or maybe the cables are broken
if it stopped randomly its most likely given up

Yea your cables should be the only thing unless you installed a program and turned your fans off? But I would hope your not that stupid knowing how to turn them off but not back on anyways.
But If the fan 100% doesn’t work after you checked cables and everything you might want to try getting another one if is under warranty or new because I think you got a crappy fan and need a new one now. Hope this helps.

how old is the fan and what type of processor may i ask?
When you need to replace the Heatsink Fan the easiest way to do it is to uplug the PC and all the connectors, put the PC on a clean table on its side with the side door up and open it. You should be able to carefully remove the fan and uplug it to take it in to the shop to find a replacement. Be very careful and don’t lose the screws inside the case. While the fan is off brush out the fins of the heatsink and then blow it out with canned air before mounting the new fan.
I think the fan is broken.
