a converter which can divide my videos.

i need a video converter which can divide my videos how long that i want to be. Actually the procces is; i got a mpg video which is very long. And i want to divide them 20 minutes max for each. And each video should be small(around 50-60mb) İ got already premier etc. but this doesnt gave me right values. When i do this with total converter etc. they dont how divide function(maybe there is but i dont now). Plz help!
