If you’re talking about the clips, they are called alligator clips. The red one is positive and the white one is negative and is connected in such a way so as to make the LED glow.
If you mean the glowing lights, those a LED’s (Light Emitting Diodes), they have a polarity and commonly operate around 1.5V if I remember correctly.
Running LED’s often require you to have resistors to limit the current flowing through them. Reversing the polarity won’t damage them, they just don’t operate that is all.
