You can’t ‘activate’ it…Im 99% sure that you need the Apple I.D of the previous user.
From the Apple forums:
Make sure the device is powered on and connected to a Wi-Fi or cellular network. Then contact the previous owner and ask them to follow these steps:
Sign in to their iCloud account at www.icloud.com/find.
Select the device from their Find My iPhone device list by clicking All Devices at the top of the screen.
Erase the device by clicking the Erase button. This will erase all content and settings from the device. When prompted, do not enter a phone number or message. Click Next until the device is erased.
When the erase is complete, click "Remove from Account" to remove the device from the account.
After the device has been erased and removed from the account, you can proceed with the device setup process.
Im afraid your iPhone is essentially ‘bricked’
just by a gevy sim.
Nope i dont think he means that type of activating…the type he wants has nothing to do with networks or SIMs.
Why can’t you just ask person you got it from..?

Here is the thing. You cant activate it without the password. Why even bother asking here when you can just contact the seller directly? For me it make more sense for a buyer to immediately contact the seller if something is wrong. Yet you went on a form asking. IMO you stole the phone x.x
Now of course if you actually brought it and the seller didnt call back. That phone is stolen. Best thing to do is report it to the police with all the information you know and have. Dont want to get a knock on the door while your “testing” that phone out.
Whether its stolen or you ‘bought’ it from a dodgy guy (friend of a friend of a friend x7) the iPhone is basically bricked.
IF you bought it ‘legit’ then contact the seller (as sustanon & said) for the information to activate it
