If over 16_
Best thing that can be suggested is go out and meet people, you may be shy, but over time you will feel little more confident, and if you make a point of going out others will speak to you, its down to you then to instigate a relationship if the other party is willing.
If over a certain age(not sure what that is as I’m married) and you haven’t grasped the above, then you should resort to posting profile etc on dating sites.
But I get the impression you should be in the FFS go out phase
