A number of ways – they install it then crack it and replace original install exe with the cracked exe.
Or they do the same, install and crack it then create their own installer from those files.
Maybe they make an installer that calls the original then auto-installs a reg file with the registration code in it.

I have one, and one software only that is preactivaited it’s a Winrar.
