Spec question ?

Hello guys i am going to upgrade a pc little ,but this is the best i can do i have a old pc ,but wit this money this is the best i can afford !

Will this bi good for for today standards ?

i am from Serbia that is the problem,technology is nat great hire,this spec is almost the best.
My budget is about up to 400e .I really cant afford any more,
But i must upgrade my pc i t is really old now
This pc is 350e.
