Maybe a duff data cable connecting the drive to the mobo ?
all USB settings in the BIOS enabled
have seen some lappy DVD drives that are USB and may not show in the BIOS
try removing the hard drive and boot with the DVD drive in place to see if you can force the lappy to re-detect drives
can you find a motherboard/CMOS battery on it
if so disconnect it, remove the main battery & power connector
then hold down the power button for 30 seconds to drain residual power to force a BIOS reset
the time and date should be incorrect if this works and resets the BIOS
ive done this and still nothing but dive still spins
the lappy recognize USB flash drives ?
so i looked in the bios not its not picking up dvd rom in there??
in the BIOS, can you change anything in the drive detection settings, like “none” to “auto”
most lappy’s you can’t but worth a look

yes picks up usb drives…. laptop is hp dv9700
starting to sound like the mainboard may be bad
if you hit the “boot menu” key (F12 maybe) at the boot screen is the CD/DVD drive in the menu
if it is in the menu, if you remove the drive is it still in the menu
formated the computer
how ? install from a USB dirve ?
“Active boot disk” can boot from a USB drive, can you get it and see if it reads the CD/DVD drive
pretty sure it won’t but this would be another check before deciding that the mainboard is bad

Try looking in the BIOS – there may be a setting to switch on multiple boot device opion, so that you can use F12.
Edit – what laptop is it ? Sometimes they have different key setting, eg, my Samsung is Esc for one time boot menu

not good, there is no communication between CD/DVD drive & mainboard
so it seem there’s a problem internally
if you can’t find anything in the BIOS to enable the CD/DVD, more than likely the mainboard is bad

Be more specific,The burner in question is Internal or External (USB)?
And if Internal,Did you connect both (DATA/Power) cables?

the data connection is the problem, which can be affected by whatever on the mainboard and still allow the drive power to function
seems to me you’ve tried everything as far as software & BIOS is concerned so it’s looking like a hardware problem
you could try a BIOS update to see if it revives the drive detection function, but not very likely
the BIOS file listed below is version F.5A (5 Apr 2010) and is for “HP Pavilion dv9700 Notebook PC Series”
