What is a Repack, when it comes to game releases?

In general terms there is a possibility in padding, this is used to discourage stuff such as sharing.
Although there is a chance of optimizing data layout on a optical disk.
Data reads faster at the outer edges, the same apply for magnetic disks.
REPACK = Small size , Full game.
Ok, but how does a repack achieve the full game at a smaller size without cutting anything? Does it just refer to the compression used to archive the files?
All languages other than English. are stripped from the original version and this includes text AND speech. Many game repacks attain sustainable sizes by just removal of other languages and some unnecessary content (which doesnt effect gameplay and other factors such as cutscenes etc) and data compression. This kind of a repack is a lossless repack and has no general loss of quality. But in some cases, to reduce the size even further or to attain a sustainable size (Maintaining a good difference b/w the actual ISO size and the repack IS important else whats the need of a repack?) the in game videos and audio files are reduced to a smaller size by degrading their quality by 50-70% (Think of this process as a compression of high quality bluray rips to 700mb 720p MKV’s xD)
