tried system restore, friend says still can’t do anything

wipe hard drive and reinstall
try a system REPAIR from os cd
If a system repair as suggested doesn’t work, I’d suggest downloading a Linux Distribution which has a Live CD (such as Ubuntu). Live CDs allow you to boot up the Operating System without having to install anything on your hard drive. Once you have Ubuntu or any Live CD OS running, you could make backups of important files (using a USB storage device, other hard disk, etc). Of course, keep in mind that the files you’ll be backing up might be infected – so make sure to scan them for infections before opening them.
Try a rescue disc. Avira has worked for me a couple of times http://www.raymond.cc/blog/archives/2008/06/28/free-avira-antivir-rescue-system-cd-to-clean-unremovable-virus/
Or Hirens Boot CD http://www.google.com?t=4658505&highlight=
wipe hard drive and reinstall
Really, Really BAD advice.
There is no need to format get a windows disk and reinstall choose the option to leave the current files intact and all her stuff will be saved.
Care to elaborate?
