You`ve probably mentioned all the games that provide the most freedom of movement and choice above. Apart from those the best games are probably the two Star Wars: Knights Of The Old Republic games, Jade Empire and Mass Effect. They don`t offer the freedom of movement of many of the games you mentioned, but they offer a lot of choice in terms of character development and how you tackle the various quests and even how civil you are towards your other party members. You could try the Baulders Gate games and their expansion packs as well. Every thing made by Bioware is great.
Neverwinter Nights 2?
Its a good game but im not into RPG’s that much so i dont play it very often at all. Its pretty flexible but i dunno if it has a lot of ‘free world’ motion like you mentioned because its always got goals to do so…
If you don’t mind the graphics , all of the good old Black Isle games would do. ( Fallout, Fallout 2 , Baldur’s Gate,….) Other than that you may try Arcanum.
Try some great oldies like Fallout, Arcanum and Little big adventure. This are the best
