Reinstall a wii

Okay so I’ve been trying to figure out how to get my wii to do hbc and so far I’m at the part where this happens:
USB loader GX needs unstubbed cIOS 222 v4 or 249 v9.I found222 – 0 249 – 0
great…so I google the solution and find a solution and then I get this:
error (ret=-3)
so I’m like f it…
How do I take off all the mods and start from square one?

Run multi mod manager to remove the stub ios’s.
Install cIOS Installer Xr21
I prefer CFG, I didn’t get USB Loader GX to work.
