Reformat a neo laptop using usb external dvd writer

Hi there, I have a neo laptop which I think is crashed because everytime I press the start button… the phoenix page opens up and then after that shows black screen
my dvd rom is not functioning anymore so i bought a usb external dvd writer and burned a windows xp pack 3 operating system and tried to format it by connecting my external usb dvd writer inserted with xp installer and nothing happened.Still shows black screen afterwards and an underscore that blinks so all i do is shut it down….. Now the problem is i cant reformat my laptop.. it just shows phoenix boot screen and goes black.. I can even hear a small beeeeeeeep sound.
What should i do.. I really want to use that laptop to store some files…
when I tap the F2 button… the blue screen shows up and I noticed that the date is still up to date.. i think I need to reformat the laptop.. i havent tried reformatting a laptop before but i am good at doing step by step instructions and Ive seen lots of videos showing how to format a laptop. can anybody help me? guide me how to reformat the laptop using a USB external dvd writer and where can i find a windows xp installer

You first need to enter the bios and select the usb drive as the first boot devise,then when prompted format the hard drive and you should then move to the windows installation screen and follow the prompts.
If the beeps persist then i would first check the memory modules are seated correctly,then check the hard drive if firmly in place.

try booting Hiren’s BootCD and testing the hard drive

Thanks but I guess I cant cope up.. I’ll just send to a computer specialist…They might help me with that.. Thanks a lot
