Need help recovering Windows 10 laptop without admin access

I am trying to reformat a Windows 10 Toshiba laptop that I bought used, however it wasn’t reset before being sold. There is still an admin account, but I can’t access it since I don’t have the pin or password to that account, nor can I reset either of those since it isn’t my Windows account. I also don’t have a disc or anything like that to use to reset the PC that way. Is there some way I can disable admin privileges to that account or give admin privileges to another account so I can continue? How can I go about resetting this laptop?

You can use one of the partition tools..Most boot CDs have one..
Delete the partition..Recreate it and install..

I don’t have a boot CD. I have an external or USB I could use if I knew how to do it all. Is there a recommended method for those?

You are on a site..If you don’t have one..Download it…Anyone that includes Acronis Disk Director..It’s easy and simple to use..
You use rufus to transfer the bootCD to usb..It’s free..Google is yur friend..

“Hold the ‘0’ (zero) key as you start the computer until you reach a blue screen that says Choose an option.
Choose Troubleshoot.
Choose Reset your PC.”
there should be a hidden restore partition BUT it might not be windows 10 and it will have all the usual Toshiba programs preinstalled
if there is no partition and win 10 is legit then just download a copy of win 10 from M$ and install it , if the os was upgraded you dont need to enter any code every time you reinstall windows 10 ( on that same original device )
i haven’t bought a preinstalled win 10 device yet so i dont know if there is a code to enter ( like on win 8.1 license sticker ) to create a bootable usb device i used windows media creation tool
