Looking for a custom menu software for pdf’s

Not sure how to clearly put this, but I’m trying to restore/update an older data disc of pdf’s that was categorized with a main menu, and into sub-menus according to topic. The disc was made years ago using b/w photo copied schematics. I have since scanned and restored the original manuals into much better full color “archival” pdfs and would like to now organize them in a way resembling the original (poorly done) disc.
Is there any software that would allow me to create an interactive menu to categorize these pdf’s? I have seen all-in-one custom programs used here for software, games, etc.

FWIW, I tried cdmenu pro and its garbage. Buggiest mess.

Yes. I dont dare want to offend the (incredibly bored) thought police. I might not get free time in the yard tonight.
