How can you even block Facebook? Well, did she use some program to block it or what

It depends how she blocked it, she could have used the hosts file, IE security settings, Router settings etc. You need to know how first. Get him to take a screen shot of what happens when he tries to load the page.

May be blocked it through firewall.

Go to your hosts file.. make sure she hasnt redirected fb domain to your IP..

whether she used a program, blocked it through the browser or the firewall
