I’m glad you read it the way I did, thought the guy might be talking about something else as English is obviously not his native language.
Also (to OP) – Can you buy Data add-on packs wherever you are ?
Get yourself onto a cheap plan that gives you more data than PAYG (pay as you go), they often work out a hell of a lot cheaper than PAYG top ups over a period of time.

SIM only plans are usually cheap, one of my kids has that and it has Unlimited data for �16 pcm (on HSDPA not 4G) with T-Mobile.
Also, instead of using the FB app, try using a light browser instead eg. Opera Mini or Maxthon.

Actually My Network giving me free Facebook usage 24/7 so when I turn on data usage in my phone for facebook other Apps charging me internet usage fee. That’s why I asked any solution about it.
For a device running Jellybean or above, go to ‘Settings’ > ‘Data usage’ > Overflow button (the three dots) > check mark ‘Restrict background data’.
I hope that’s what you’re looking for.
