Download and install/run the Norton removal tool, then reboot.
https://www-secure.symantec.com/norton-support/jsp/help-solutions.jsp?lg=english&ct=united+states&docid=20080710133834EN&product=home&version=1&pvid=f-home
Then choose an alternative to install, Norton apps are well known resource hogs.

i got into more trouble by running norton removal tool
it still says the same thing.
like a fool i run the norton pwer eraser and ended up having genuine advantage
problem of windows. with great difficulty i resolved the wga complaint.
it seems it writes on the norton msi packages in the other partition also.
looks better not to install norton

get a good backup software.
1-Make an image.
2-do what you want with your system. go all out. Corrupt your files.
3-restore your image.
4-things are nice and quiet again.
I install alot of games. every single one I upload. I can not
keep 113 games installed. So I use Acronis true image alot.
With a good SSD, I can restore my C Drive which is 36GB’s
from a 8GB image in about 3 ficking minutes. Life is nice and
quiet again

well you have advantages of better hardware and additional space for image storage.

Restoring your entire OS, software, configuration, settings, and files > $$?
You can get a used HDD to take images with for like $20 bucks; you don’t need anything fancy. Or you could have nothing, and have to start all over from scratch every single time. Its all based on what you value your time at.
It would take me over 2 weeks to re-install my OS, all my software, all my settings, and tweaks; so any price less than 2 weeks worth of pay is worth it to have my data backed up.

It is too late to help you this time but what I do is run DeepFreeze anytime I want to experiment. If I don’t like the result I simply reboot and all traces are gone. This works much better for me than uninstalling.

1. Make sure Windows Explorer is set to view hidden files and folder
2.Download and install RegCleaner 3.2
http://www.softpedia.com/get/Tweak/Registry-Tweak/RegCleaner.shtml
3. Run it and go to “software” and remove any entries pertaining to Norton.(If it has any problem running, do it in Windows 98 compatibility mode.)
4. Go to your main drive..Go to program Files and of course remove anything “Norton” and Also in Common Files And in Program Data..
5. Go to Documents and Settings folder (User in Win 7) and go through everything particularly Application Data and all the sub folders to delete anything Norton…Have a run through System and System 32 as well.
6. Reboot and it should be good to go..

Probably because you were editing the registry without knowing what you are doing ?
Did you make a backup of the registry before f’ing about with it ? if so – then restore it, then run the Norton removal tool.
