Help with Blackberry Pearl OS reinstall

I’m trying to reinstall the os on this bad boy but nada. Here’s the story:
I work for Verizon and a customer brought me a Pearl that had too many password tries on it.(JVM ERROR 513) They took a new Curve and left the phone with me. I’ve tried all the steps on Crackberry but I cant get the Blackberry software to work when i download it. I always get ” Error Reading Setup Initialization file”. Can anybody help?
