help on adjusting speed on video editor programmes

I really need your help on finding a desired video editor programme that serves me speeding up n down between desired ranges. for instances you cant decide other than 1x 2x or 3x speed choices while editing videos on filmora . is there a programme that i can set speed that i want like 60 fps or 70 fps?

You want to increase your frame rate after you capture the video? Never heard of such a possibility.
If this was possible, the benchmarks would be nothing. Contest of “how many frames can you get, 500? 1,000?
You can speed up the video but not increase the recorded frames per second
