DELL Otiplex GX270 Series Power Problem

Hi currently I am Working on fixing a Dell Optiplex GX270 Series on booting for the first time today it came up on the screen that the boot got stuck at Error [PCP7] whatever that is and to contact Dell with that error name. So I waited 50 seconds and booted up again this time I managed to get through all the sub boot directories to get it to boot into windows(Vista) but appon the log on screen the screen when black and the computer when into a sleep mode.
So I took it that maybe this computer has a problem with Windows Vista? so I got my XP Disk and popped it in the DVD tray and began installing XP it went through a list of drivers and windows files it need to install then it started to install to something like 15% or 21% then the screen problem came back.
I am starting to believe it could be a power Unit Fault or something and that it can not produce enough power for all of the components.

You mean only the screen turns off or the entire PC?
I Google’d for the specific error (PCP7) and came up empty, Maybe you got it wrong and it’s something else? Anyways, You should check the diagnostic lights:

Also check the HDD with the brand’s diagnostic tool.

I think it has some capacitor issue(capacitor bulge issue)

Dell Optiplex GX270 Series
They were notorious for having faulty motherboards. Check all the capacitors around the CPU, for bulging/burst. I’d be very surprised it there weren’t any bulges at least. If that turns out to be a dead end, get a freshly installed version of windows XP, and see if you can boot it in safemode (that way then you wont have to deal with driver errors).

Then I’d say it’s a problem with the Motherboard or PSU.
may have a point about the capacitors, Better have a good look
at the motherboard (and use a flashlight so you won’t miss anything) Here’s some pics so you’ll know what to look for:

If the motherboard seems to be okay, Then go to an electronics store and buy
a digital multimeter, This will enable you to test the PSU voltages to check if it’s in good
condition or not. I’ll provide you with the how-to later if needed.

I don’t remember seeing any capacitors leaning or hanging off but will check them and see about posting some pictures of the inside of the computer
