Can logical partitions affect eachother?

I’m running on a question. I’ve got a HDD with two logical partitions on it. On both of them is one windows-Boot installed. If there is a virus on one of the partitions, can the partition affect the other one? Let it run slower, or eventually crash?
1 HDD – 2 Partitions – 2x Windows. (both 7)

Depends on the virus. Some will actively find targets to infect. I’ve had one that infected other PCs thru the network by changing shared executable files.
