Anyone can explain to me the rules of this game ?

Game for 4 players played with numbered tiles. The objective of the game is to arrange own tiles in same color sequences or groups of tiles with the same number. During each game one tile is designated as wildcard that can be used to substitute any other tile.

How does that help him, when he couldn’t understand those ambiguous wordings anyway?
For me, it sounds like a type of UNO rule – match colours or numbers, with a wild card that allows for both (and maybe a change of colour/number?).

Each image is different.
The joker is laid face up tile + 1
and in the first picture the joker is red 13.
So why they wrote below the picture :
“In the game shown above the joker is red 5”.

The jokers are the tiles of the same color and one number higher than the tile laid face up in the middle of the table when the game is started.
Apparently, the 1st picture game started with a red 4.
