Enabling Registry Editing

My registry editing has been disabled by Windows can you help me out witn enabling the same.

It could be due to a virus/Trojan as they do sometimes disable regedit to help prevent their removal. Task Manager can also sometimes be disabled.
Finding a registry file that can undo it would be the way to go.
