Sony Vegas 10 help.. How to add effects to a selection

Im very new to sony vegas and is there a way to just edit a selection of the video? Just add effects at a certain time not for the whole video…
Idk how to explain good but I mean lets say 2:01 – 2:10 to add effects at that time..

Pause the video at 2:01 and press S on your keyboard. Pressing S will split your video in to two parts, add an effect at the end of the first part, drag the effect to make it 10 seconds long and you will have the effct you want.
