use audacity to increase that
You should be using replay gain. Google for guides.
I use MP3Gain to make the volume louder for ringtones on my cell phone. I make ringtones for my cell and they are never loud when my phone rings so I use this. Works great for me, very easy to use and it’s free.

WaveLab 6.1.1.353 (the release by AiR). Use the Gain Change tool to increase the the amplitude (volume). Works beautifully.
advanced audio editor like magix
If you want it just to listen to it while on the Computer you can use VLC or Media Player Classic and just increase the replay gain
