He said to just give him my IEMI and my iphone type and he will unlock me it for me. Is that true? Can he do that?

My sibling got this somewhere else so I don’t know where he got it from but he wants it unlocked so he can use it here while he’s here. What is an iCloud lock? He knows the cell phone password if that’s what you meant.

iCloud lock is something that only Apple and the owner can disable and serves to prevent thieves.
If by locked you mean that you can use the phone but not dial numbers then there are paid illegal services that can do something about it.
If the iPhone can’t be used then it’s iCloud locked and you can toss it in the bin.

So no, if the device is icloud locked that service won’t work. The only one that can remove the icloud lock, is the person that locked it in the first place. If you can’t contact that person, all you’ve got is a shiny paperweight.

You need to disable the iCloud lock.
The service you posted is for IMEI unlock. An IMEI lock is something that prevent you from connecting to the carrier but that will let you use the phone in every way you want. If you can’t use the phone then it’s an iCloud lock and the service you linked is not meant for it and is totally useless in the case of an iCloud lock. So that service won’t work for you.

He bought it from a different country and he wants to use while he is staying here for a while but can’t because its locked to that county carrier so that unlock link won’t work? I am not getting what an icloud lock is.

The carrier lock, the IMEI lock, let you use the phone totally with the exception of calling. To use the phone in the USA there is the need of a phone that works on their frequency. I don’t know from where you write but if the phone come from Europe it will probably not work even unlocked. If it is iCloud locked, there is nothing he can do directly and has to contact the owner. If the problem is an IMEI lock then he can use those services that will unlock the phone, and if the frequencies match, he can use it as he pleases.

The only thing that may be illegal may be the method of unlocking that the seller will use. but he has nothing to worry. He can safely unlock it.

They need the imei. There are some situations in which other things are required, but this shouldn’t be one of them.
