Video Editing Aspect Ratio/Cropping Question [SOLVED]

I got this video I want to edit and it has an annoying flashing white line on the bottom of it throughout the whole video. It has a aspect ratio of 480 x 360. I got to crop it off but it’s going to end up being an poor aspect ratio like 480 x 357 or whatnot.
If after I crop it, is it better to resize it back to the original aspect ratio of 480 x 360? I’m thinking maybe it’ll look terrible, warped looking or something.
Or is it better to resize it to a lower but proper aspect ration like 448 x 336? But then, the video is going to be smaller and lose detail.
Which is better? I don’t want to spend hours experimenting encoding it both ways. Guide me please anybody who’s experienced in video editing.

480 x 357
480×356, as most codecs like even numbers, is what I’d use
your player using “source” as aspect ratio wil give you a 2px black bar at top and bottom
if your play this on a PC duz the player your using have a “blanking” feature, where you can create a 3-4px black bar to blank or cover the “flashing white line”

Why not just crop the pixels that are bothersome and leave it as is? Changing the aspect ratio post crop is going to leave it distorted.

If the video is YV12 then you should crop in multiples of 2 pixels or you will mess up the colour information which only defines colour for 2×2 pixels.
360 is not a multiple of 16 and the resolution should be a 16 multiple really. Therefore it would be best to crop 8 pixels off it, 4 top and 4 bottom.
