Answer #1
they are not talking about any brand. They are talking about the general GTX 770
Nvidia is a manufacturer. same things go for AMD. MSI, Asus, EVGA etc etc are just basically retailer. They do not manufacture the card itself but sometimes tweak or redesign it.
As for your other question. Max FPS depends on other factors besides the graphic card itself. we both could buy the same card but one of us will have a higher FPS simply because things like the CPU or resolution etc will be different. But based on the two choices I would choose Asus. Because I like their customer service and their product are mostly high quality.
Answer #2
Purchasing a graphics card that will run all games for 5-8 that will fit your budget is highly unlikely
You also have to ensure that your PSU is powerful enough to handle those graphics cards (generally 600w is recommended), and that your PSU has the required 6-pin pcie power supply cables (usually two)
Also that your case supports the length of the graphics card in question
Also, it doesn’t really matter which brand of a graphics card model you buy from; the only difference between them would be the heatsink/cooling mechanism that the manufacture has designed, as well as the warranty period
Answer #3
i would choose the asus one …
i had several graphics cards from thoses manufacturers never had problem with Asus but manys with MSI cards
The Asus cooling system is quiet good and they are pretty silent
If u can invest a bit more (around 100$) i would definitly choose a 970 instead of 770 for more power, DX12 Support, more Vram etc

You are correct with everything above this.
Its different from brand. Some brand dont lasted as long or failed often since they are not great at “editing” the cooling mechanism or editing the bios. Some brand offered the same warranty but some offer much better than the standard XX years and it goes smoothy during the RMA process. Not all brand have the same customer service which is an critical part of getting RMA.
It DOES matter which band you buy.
