Software for snapping pics from webcam?

Hey guys! I want to ask if anyone know any software that can utilize my webcam to take pictures of myself and add effects to it! Not photoshop for the effects, but a standalone Software!
To further explain my inquiry, i would like a software that can perform tasks done by this particular website!
