Well, I think that it needs to be in .mkv file format if you want to change language file…..
….using mkvtoolnix.
And now, if my memory serves me well I hope I will be able to “help you”.
First open mkvtoolnix – click on add and add your movie – after that click on the append and select that other language file you want to include…..
And now, in little “box” bellow the files you have you should see some file names, and they include words like Audio; Video; Subtitles also I think….
Select Audio and bellow it should say what language it contains – but since you will have two language files, I think that you need to select “Audio 1” – if it says German, Uncheck/Untick it.
Check other Audio, it should be Audio 2 or it will say ID 2, Audio…. – and make sure it is checked – Bellow you have some options i.e. Default and Forced – as I remember you need to change it to Yes for Default…..
And then you can click on Start Muxing, something like that.
Or just google for mkvtoolnix and you will find all what you need I’m sure.
Cheers

Seriously, there is no way to magically change the (audio) language in video file into a different language. As others have pointed out, you need the video with the right language to start with, or you need a version that has the audio track in different languages included within.
