Your network is a Workgroup, not a Domain. You do not have a Domain Controller server running Active Directory to authenticate that you have the authority to shut down the remote computer.
You need to be logged in with a local account that has administrator privileges, and the remote computer needs to have an identical account with administrator privileges.

What exactly do you need instructions on?
If you are asking for instructions to do what the previous poster said, then I gotta ask.
Do you know what Google is and how to use it?
Look at the results of simply copying and pasting the previous poster’s statement in the Google search box.
