i ordered a dress from ebay.com
..and and i have not recived ..but i made payment through paypal already..
how to file a complain against the seller and get my money bank…

The shipping method! If its USPS Mail, then you should get it REAL slow! Because i once ordered something from eBay using USPS Express, received it after two months!

and it usually take 2-3 weeks (USA , CA,AU,UK).other country 2-4 weeks for you to get it

I don’t know why you keep bumping this. It says it generally takes 2-4 weeks. It hasn’t been 4 weeks.

wait 4 weeks, and then contact the ebayer, you will probably be asked to wait another week incase of customs and any post delays.

Have a look at your sellers feedback that will give you some idea if he’s good or not. You can open a paypal dispute anytime upto 45 days since you made payment. Although I would never wait more than 14 days for any item.
You can if you wish open a dispute now, and close it only when and if, you get your item.
