Computer spike lag, yet low ping?

For the past 2-3 days I’ve been playing dota 2 with a terrible spike lag. it NEVER shoots my ping up (stays around 30 ms like usual..) & I have 0% packet loss in game.
It’s also happening with web browsers; videos are “spike” loading on youtube and i’ll experience a delay rather than a constant buffer. I’m hardwired to my router & I have 30MB/s cable internet (Time warner). I’ve disabled my microsoft security essentials and that doesn’t seem to be the problem.
When I try to just go wireless, I experience complete disconnections from my internet (no internet connection) as well.
Any suggestions?

tried restarting your router and modem ?
usually fixes my lag spikes.

I found the problem, it was a very stupid thing I did lol.
The cable that comes out of the wall and goes into my router – I put a spliter on it to share the connection with my TV for cable TV which probably throttles the connection going into the router. Fixed it now, thanks anyways.

Not at all true, you just had a bad splitter =/
