Account fee question (dont understand)

Charged monthly if the outstanding balance is greater than $10.

My credit card keeps on charging me $4.95 monthly, what does this line means Charged monthly if the outstanding balance is greater than $10. I don’t quite understand how that’s work? I have googled them, and find no answer to make me understand clearly. Can anyone please elaborate on this?

I think it would be best if you check the banks website or call them directly. If you call them you’re more likely to get a quick answer, and anything you dont understand you can ask the person for clarification, and they might also be able to change/modify your account so that you dont get charged every month.
Im guessing that ‘Charged monthly if the outstanding balance is greater than $10’ means that you are taking more money out than you have in your account (overdraft/negative balance), which means you’re spending the banks money and every month you dont pay that money back, the bank will keep charging you ‘$x.xx’.

Is this fee being applied to your Savings account? (is it being overdrawn)
Or is this for a Visa debit or Visa Credit card ?

They charge that fee if you fail to payback the amount you used.
